This guide was developed by ATAC as a part of the APCASO-EANNASO-ATAC Consortium as TA providers within the GF CLM SI. It is aimed at representatives of key and other affected populations in different corners of the world that are planning to or are less experienced but have an intention to engage in community led monitoring of HIV prevention / harm reduction services. It offers an overview of issues related to HIV prevention and harm reduction as important aspects of HIV response and thus – a crucial focus for CLM initiatives.

This toolkit will be useful for community representatives engaged in or planning to launch CLM activities, community leaders and decision makers and a wider range of relevant stakeholders from and outside of communities.
