CLM: a technical guide on HIV, TB and malaria programming
CLM brief

CLM of health services. Building accountability for HIV service quality

Tuberculosis, Gender and Human Rights

This technical guide may inform civil society organizations at the grassroots and other levels,
communities, CCMs and consultants to design, cost and implement CLM correctly, as one of the
main interventions within the Global Fund’s CSS module.

This brief is for individuals, communities and organisations seeking to propose Community-Led Monitoring to donors, especially at PEPFAR Country and Regional Operational Planning Meetings and during The Global Fund to Fight AIDS, Tuberculosis and Malaria (GF) national processes.
This paper reviews the concepts behind community-led monitoring of health services—a practice that combines systematic and routine data collection by communities with evidence-based advocacy to improve accountability, governance and quality of HIV and health services.
The purpose of this technical brief is: (1) to assist Global Fund applicants to consider how to include programs to remove human rights and gender-related barriers to tuberculosis (TB) prevention, diagnosis and treatment services within funding requests, and (2) to help all stakeholders ensure that TB programs promote and protect human rights and gender equality.
